Did I Just Agree With Bush?

Ok, to me that’s a pretty obvious thing, so I can’t really be surprised that I agree with him. Yes, it could be dangerous for Bush to have line-item control on some things, but Clinton did a good job with it for the year or so that it was in place, right?
